phpfunction_exists函数问题,重复定义函数

$a=get(1);  //出错,找不到定义
echo $a;
if(!function_exists("get")){
   function get($a){
      return "test";
   }
}

想实现功能,就是检测这函数有没有定义,有的话,就不定义了,没有就定义下
function_exists位置在文件尾部,提示找不到函数定义
